"the best for the price.", It has been my experience that this harp will go out of tune faster than the marine band. Everything has its specific use. This is a really good practice harp. I carry one with me everywhere I go. Bb is a good key for Muddy Waters, Little Walter and Junior Wells. Although this probably should not be your first harp. I would personally recommend an A harp but C is a good choice as well for a beginner.
